Question: While we are working on the Rutland Medical Center RFP, I met with our team and were advised that we cannot propose any SIP voice trunks. They advised that although there is a 461 form for the network component(s), there is no 465 form for the telecom component(s). Making the desired SIP Voice Trunks ineligible.
Response: The RFP does not seek HCF funds for voice services, however it does seek to subsidize the connection to the carrier PSTN (UNI and EVC if applicable). Which is very similar to the T-1 portion of an ISDN PRI, an eligible expense category in the HCF program. Please feel free to bid on individual site's services, and/or facilities as noted in section 9.1.
